   Before the start of the informal meeting of heads of state or government of 23-24 April 2026, European Council President António Costa addressed the press in Agia Napa, Cyprus.

2. Joint Statement by President of the European Council António Costa, President of the European Commission Ursula von der Leyen, and President of Ukraine Volodymyr Zelenskyy

   Presidents Costa, von der Leyen and Zelenskyy issued a joint statement after their trilateral meeting in Agia Napa (Cyprus), before the informal meeting of the EU heads of state or government, on 23 April 2026.

3. Russia’s war of aggression against Ukraine: 20th round of stern EU sanctions hits energy revenues, military industrial complex, trade and financial services including crypto

   The Council adopted a 20th package of economic and individual restrictive measures designed to target vital sectors of the Russian economy such as energy, financial services, trade and crypto. This will further weaken the regime’s ability to wage its war of aggression against Ukraine.

4. Council finalises €90 billion support loan to Ukraine

   The EU demonstrates its unwavering support for Ukraine by setting up a €90 billion loan to help finance urgent budgetary and defence needs in 2026 and 2027.
